Kaeli and Arcanister are level locked for the purpose of training companions. If XP gain for companions acts the same as it does for players, this allows Arcanister to train companions from level 1 to 16 and allows Kaeli to take over until level 25. By that point any one of my 'end game' characters can finish a companion's training.
