 Target: SingleEnemy
 Type: Offensive - Healing
 Effect: Extracts HP from the target and restores the user's HP by the amount of damage dealt. Tax never misses and is considered physical damage unlike Tap. Because of this, factors that don't impact Tap's damage (user has an elemental enchant, target is Spirit element, etc) DO impact Tax's damage. Tax can not extract more HP than the amount the target has left.
